SwiftNIO based MySQL client

Following up on PostgresNIO, which has been accepted by the working group, I've created a SwiftNIO based MySQL client called MySQLNIO. The design was based on PostgresNIO and both are very similar.

I don't have time yet to create a full pitch / proposal for this package, but I wanted to notify the community of its existence as database drivers is one of the SSWG's focus areas for 2020.

A MySQL driver is definitely in scope of the SSWG, so +1 on going forward with the proposal.
