There are major problems with text encodings on Linux and Windows see this Swift issue from end of December which seemingly have not been addressed so far (the issue still displays "triage needed"). The problems are with Swift 6.0.2, 6.03, and (dev version downloaded today) 6.1.
I consider the issue a major problem (therefore this forums topic) – if you are using just Unicode based encodings, you are fine, but if you need to work with encodings like cp1252 or Latin1 you have a real problem.
