Swift 5.1 toolchain built successfully on PowerPC64LE

Hi All,

Just FYI, I have been finally able to successfully build Swift 5.1 toolchain end to end on PowerPC64LE with the current 'swift-5.1-branch' tree, including all the test suites.
I also manually verified the build against the steps mentioned at "Swift.org - Getting Started"

Also I was able to run the entire Kitura test suite on this build (GitHub - Kitura/Kitura: A Swift web framework and HTTP server.)

I have raised PR to create CI jobs for building swift-5.1-branch test suites at Update ppc64le_ubuntu_16_04.json to support swift-5.1-branch on ppc64le(with and without test suites) by sarveshtamba · Pull Request #19 · apple/swift-community-hosted-continuous-integration · GitHub

Congrats! I know from experience that is a fair amount of work involved in getting it running on an untested platform :slightly_smiling_face:
