The release process for Swift 3.1 has now been posted to Swift.org:

   Swift.org - Swift 3.1 Release Process

Please take a look at the dates and branch management plans in the post. Also, we are switching to having daily snapshots of the swift-3.1-branch instead of ad hoc "developer preview” snapshots which had irregular cadences.
