After further discussion among the testing workgroup, the author (Jonathan Grynspan) has indicated that further iteration is needed before proceeding with this feature, so we are returning the proposal for revision.
The workgroup agrees that the core of the feature is sound and generally useful, however after further consideration, Jonathan is not fully satisfied with the details of the API. The workgroup continues to be interested in hearing feedback from the community about interest in and use cases for this feature to guide further evolution of the proposal.
