[Proposal] SMT-0002: mapping metrics factory proposal

Hi all,

@Honza_Dvorsky has created a prototype for a generic solution to help manage metric labels. This proposal The proposal [SMT-0002] mapping metrics factory for swift-metrics is a formalization of the approach suggested in that prototype. It is now up and In Review.

The review period will run until April 8th - please feel free to post your feedback either as a reply to this thread, or on the pull request.
