Definitely +1 on picking one term and using it consistently, this is causing endless confusion... And the term language mode works for me.

There is now an additional change proposed in the pitch: renaming the existing public swiftLanguageVersions property on Package to swiftLanguageModes.

The Detailed design and Source compatibility sections of the pitch contain the details.
