[migration today] /swift-corelibs-xctest and /swift-testing

Hi All,

Today, August 1st, 2024 @ 330pm PT / 1030pm UTC we will be migrating the following repos to github.com/swiftlang:

• GitHub - apple/swift-corelibs-xctest: The XCTest Project, A Swift core library for providing unit test support
• GitHub - apple/swift-testing: A modern, expressive testing package for Swift

What to expect:

• Most repos will take <20 minutes to transfer and at that time there will be no forking, pushing, pulling, etc. The repo is down.
• Once up, we will work on access, permissions, root file clean up, and CI. You will not be able to test PRs at this time / engage with CI.
• Total time per repo can be 30 minutes to 1.5 hours based on our past experience.

We'll post back after some key milestones like transfer complete an CI complete status.

We're live with both repos except CI is still down. (hoping 5 more mins for that)
