Exploring Windows Support for Swiftly

A few of us have discussed exploring experimental Windows support for Swiftly.
The goal would be to help Windows developers install and manage Swift toolchains, including switching between versions and using project-specific versions.
Currently gauging community interest before defining a full design or implementation plan. If you use Swift on Windows, or would be interested in contributing to this work, please reply here!

As a user of Swift on Windows, my toolchain update workflow currently is to find and download an installer (either from swift.org Manual Installation, or https://ci-external.swift.org, or BCNY's GitHub), uninstall the previous version and install the new one.

I don't update my toolchain installation very often, but I think Swiftly would certainly make this process easier.

My workflow is always using the latest release version from swift.org (manual installation), and uninstalling the previous version before installing the latest. I have a custom InnoSetup script for that. I consider having multiple toolchain versions at once potentially buggy, and using older versions unnecessary.

I would personally be happy with having Swiftly on Windows. Currently I'm working on a cross-platform package supporting Swift 6.2+, so I do need to have multiple versions installed to make sure that it works on all the supported compiler versions.
