Development open for Swift 5.0.4 for Linux

We are happy to announce the opening of the development phase for Swift 5.0.4 for Linux with a planned release by the end of September 2019. The process for the dot-releases remains the same as for Swift 4.2 .

Looks like we haven't gotten any PRs for the 5.0 branch this time around. Since it doesn't make much sense to have a release with no patches, we're going to leave the merge window open and postpone the release of Swift 5.0.4. If you have a backport that meets the inclusion criteria, please feel free to open a PR against swift-5.0-branch.
