Development open for Swift 5.0.3 for Linux

We are happy to announce the opening of the development phase for Swift 5.0.3 for Linux with a planned release by the end of August 2019. The process for the dot-releases remains the same as for Swift 4.2.

The merge window is now closed. We're working on getting 5.0.3 released towards the end of this month.
