Can bugs.swift.org be opened in your local area?

It has been many days, and the following information appears every time when I visit it, some of my friends also get the same issue.

Same here. Just tried it today and thought maybe they're doing a JIRA upgrade, but if @tonyarnold has been seeing this for days, this doesn't seem to be the case (or the upgrade went terribly wrong )

Interestingly, from the Activity Stream, the service was only interrupted for about two days, but it was actually interrupted for more than two days.
