Today I tried to upload new package. It seems this issue has been solved. App Store Connect has accepted the macOS App that has Swift Concurrency back-deploy. Thanks!

Unfortunately, this appears to be broken again.

The same here. This appears again.

I am also facing this issue for quite some time and the only option how I avoid this is by using Xcode 13.1 specifically for uploading builds, while coding the app on the latest version

I'm seeing this issue as well with Xcode Cloud. Going to try installing Xcode 13.1 to see if I can build manually and get around it.

Xcode 13.1 was no help.

That doesn’t really make sense given the back deployment library doesn’t even exist in that version. Perhaps you have a different issue?
