I live in China. For some reasons(the Great Firewall of China), we have horrible network connections to access websites out of China. To solve this kind issues, we usually build mirrors in China under government's censorship. Would you please provide rsync support and/or enable autoindex on https://swift.org/builds/?
I feel sorry about this trouble caused by our gov.
