[Accepted] SE-0457: Expose attosecond representation of Duration

Hello, Swift community!

The review of SE-0457: Expose attosecond representation of Duration ended on January 30th.

Feedback on this proposal was light but positive; the only real questions were why this isn't spelled as a factory method like other initializers from integers (addressed in Alternatives Considered) and whether it makes sense to expose attoseconds at all, given that "normal" computer clocks have much less accuracy (that's fine; Duration is an abstract duration type, not inherently tied to any physical clock).

The Language Steering Group agrees with the choices made by the author, and has decided accept this proposal.
