The review of SE-0037 "Clarify interaction between comments & operators" ran from Mar 11…15, 2016. The proposal has been *accepted*:
There was little community discussion, but the core team and the community participants both agree that this clarifies a corner case in the language, and treating block comments as whitespace is the most predictable behavior.
I filed SE-960 to track implementation of this work. Thank you to Jesse Rusak for driving this forward!
