Where to ask questions about package manager directory structure?

I have a couple of questions about the reasons behind the directory
structure that the Package Manager creates.

Is this the right place to ask that sort of question (if not please
could someone let me know where the right place is).

There's a fair amount of documentation available in package manager's github repository: https://github.com/apple/swift-package-manager/tree/master/Documentation

In particular, be sure you check out:

* https://github.com/apple/swift-package-manager/blob/master/Documentation/SourceLayouts.md

But if you don't find the clarification you're looking for there, this is probably the place to ask for answers.

Technically, swift-users@swift.org is the best place for such question. This list is really *intended* for developers who are working on the package manager and llbuild. However, we will be happy to try and answer questions wherever you send them!
