When Package.swift is not updated but json changes resolver is not downloading for incremental builds

I have facing the following issue

Package.swift refer to data.json. I use Binary Targets.

In data configure the version of frameworks. When there is a change in Package.swift incremental build from xocde can recon the change and resolve and downloads the packages.

When there is a change in Data.JSON alone that does not trigger SPM to download or resolve again. Only way i could do is clear cache that resolves it.

Is someone can suggest me the proposed way,
