I'm a user of SPM and I would be happy to contribute to making it better. I notice there are some TODO's in the source. How would I go about joining this project and implementing planned features?

There are a few ways to help to get started:
• Resolving issues tagged with Package Manager on the bug tracker at bugs.swift.org
- Improving warning/error messages which Need improvement.
- Working on a feature you feel strongly about.
Also don’t hesitate to ping @Aciid, he was invaluable in getting me started. I can also try to help out if you have any questions.
