Update on implementation-only imports

Thanks for the context! Do you have any thoughts on something like this:

Is there any interest in adding a compiler level flag that treats all "normal" import B declarations as @_implementationOnly import B instead, so therefore doing this transition would be a matter of removing that flag? Ignore the spelling but something like -implementation-only-import B
