Toggling assistant editor layout in Xcode 11

Sometimes the assistant editor layout appears disabled in Xcode 11. E.g. zxmfO

Does anyone know how to toggle this setting?

Xcode is not a related Swift tool. It is a general IDE for Apple developers that handles just about everything (Swift, C,C++,Objective-C, Objective-C++, and through clever use of scripts, Fortran, Ada, Python, Ruby, etc..).
