This seems like an interesting data structure to add. For prior art I can point out NIOHTTP2's StreamMap data structure, which is a composition of a pair of ticket maps. The data structure in question is implemented directly on top of NIO's CircularBuffer, which arguably leaves a minor amount of performance on the table, but is otherwise a very nice performance win over Dictionary in that use-case.
