The version of clang bundled with Swift Open Source toolchain is far lower than those of Xcode 13

Apple clang version numbers and open-source clang version numbers cannot be compared (i.e., open source clang 10 isn't necessarily three versions behind Apple clang 13). Apple's version is continually merged from the open-source version but it is ultimately a proprietary release:

Apple disables modules in C++ in our internal branch out of caution. That branch is not open source. We do try to minimize the differences, but for a variety of reasons, open source compilers do not and will never perfectly replicate the behavior of Apple's officially-released compilers.
