Swift Crypto does not include a Darwin implementation, but Swift System does. I think this means Apple wants to fully depend on this community project, or, at least, to provide an open-source implementation of System for Darwin like Foundation did. Thus we should not use the System package from Apple platform SDKs in this project, even if there is already one.
Correct. Swift System is its infancy and will have a significant amount of new development. A package provides for a better contributor story (especially for Darwin contributors) as well as enable early adopters to use the package as a source-level dependency (in contrast to a binary OS dependency), bypassing back-deployment issues.
