Swift Build in Xcode 7.3

Hello All,

I am unable to find Swift Build.

I found that another user clearly described the problem at

Please clarify.

Also, in Xcode 7.3 I am unable to find the ToolChains under Preferences>Components.

swift build is not included in swift 2.2, it'll be released with swift 3
