Forgive me if I'm a bit confused... if the package manager is not stable
enough to make it regularly in the 2.2 builds, what is the recommended way
for building projects?

I am not sure if I am missing something but the ubuntu 15.10 build on
January 25 and February 3 are both missing the ./usr/bin/swift-build and
the ./usr/bin/swift-build-tool executables. When I run the “swift build”
command I get the error:
error: unable to invoke subcommand:
/opt/swift/swift-2.2-SNAPSHOT-2016-02-03-a-ubuntu15.10/usr/bin/swift-build
(No such file or directory)
Since it seems to be missing from the last two builds, I was wondering if
it was going to be permanently removed and if so what should I be using
instead.
