I am looking to download the Swift 5.9 Development for Windows but the Windows snapshot is not listed in the Swift 5.9 Development Download table.

Any advise ?

Depending on your needs, maybe the trunk snapshot would suffice until the Windows build for 5.9 snapshot is listed? Alternatively (and this might not be a good suggestion), if you open an empty PR on the release/5.9 branch and comment "@swift-ci please build windows toolchain", then the build bot will build one for you.

You need to have repository permissions to trigger the Swift CI bot, so it's not the case that anyone can do that.

The 2023-04-10-a 5.9 snapshot is awaiting staging, so it should hopefully be listed soon. (CC: @mishal_shah)
