I just posted the branch management details for Swift 4.1:

This is a release freshly branched from master.
The details are in the blog post, but the key point is that we will cut swift-4.1-branch from master tomorrow (Wednesday), with a periodic re-merging from master to that branch until the final branch date on November 27.
