[Swift 2.2] Revert "Runtime: Remove retainCount entry points."

Hey Joe, I'd like to add the runtime retainCount entry points back to 2.2, since they're needed by Instruments and other profiling tools:

Should be fixed. It's still chewing on OS X, but the Linux tests passed.
