+1 to the proposal overall. This should streamline the experience of attaching values which already conform to Encodable, and generally make Swift Testing attachments easier to use.
I definitely support the idea (which is now being discussed separately) of moving TopLevel(Encoder|Decoder) to the standard library, but I think this proposal is perfectly suitable to proceed in the mean time.
