SE-0370: Pointer family initialization improvements and better buffer slices

Guillaume has revised the proposal in accordance with his post earlier in the thread; you can see the exact changes in the PR. These changes are now live in this review; we are looking for feedback on the revised proposal.

The revisions include some changes that introduce some risk of source incompatibility (introducing tuple labels on some existing result types). The Language Workgroup is tentatively comfortable with the changes proposed here because we see the risk as very low, but we'll make sure that adequate investigation is done. I don't think we need feedback on this point unless someone has concrete evidence of problems they're seeing on real code; but if you do have such evidence, please feel free to raise it with us, even after the review period.

This proposal review is open for another five days or so; I think that should be sufficient for the community to provide feedback on the revised proposal, especially since the revisions were already raised in the thread (and in fact there's already been feedback on them). If this does spark interesting discussion leading up to the end date, we'll just keep the review going.
