RFC: Fully enabling --enable-experimental-code-block-annotations

I'm not sure how many folks have had much of chance to use --enable-experimental-code-block-annotations to add in the copy-to-clipboard or the extended highlighting capability for code blocks. Since it's a Swift 6.3 feature, it's comparatively new.

I'd like to propose that we remove the experimental from this feature capability, and further - float the idea of enabling it by default. This has a notable effect that will change all the existing content to enable a copy-to-clipboard functionality by default on the default presentation of DocC content.

For prior discussion and details on this feature, see Code Block Options Flag Name – `--enable-experimental-code-block-annotations` and RFC: Additional Options for Code Blocks (highlight, strikeout, wrap, line numbers)

Following up, I've opened updates the code block annotation to on by default by heckj · Pull Request #1667 · swiftlang/swift-docc · GitHub to enable this by default on the main branch (which would flow into Swift 6.5 at this point).

And closing the loop - the PR is merged, so we're on a flight path for "on by default" in the next released version of Swift (6.5)
