Pitch: Variadic generic types abstracting over packs

I suppose it's related to the idea that a pack is "a comma separated list". And this is what I don't understand, why can't a pack just be a tuple? In the concrete case, that is essentially what it is anyway.

This is addressed in the alternatives considered of SE-0393 .

The reasoning here reminds me of why Swift doesn’t model function arguments as tuples.
