The idea of a global median function was suggested last year by @scanon (and endorsed by @kylemacomber). I'd like to keep the proposal short, so I'm reluctant to expand the Motivation section.

Sure, if you like, but if that's the only motivation then I don't think this is a good solution for it, so I have to conclude that it shouldn't be added. I'll also note that the link you give here suggests that the median function would be in addition to a clamp function:

My own (weak) choice would be to make this a preconditionFailure, but also to add a median free function
