Is Bundle.module linking to wrong place when testing with SwiftPM on macOS?

The Bundle.module links to /Applications/Xcode_12_beta.app/Contents/Developer/usr/bin/Doggie_DoggieTests.bundle

is that a bug? if yes I will create an issue in bugs.swift.org
