Is a closure considered as non-escaping if it's stored in local variable and not passed to other functions?

Is my understanding correct that fn in the following code is considered as non-escaping by compiler ?

struct Foo {
    var x: String = "x"
    func dump() { print(x) }
}

func test0() {
    let foo = Foo()
    let fn: () -> Void = { foo.dump() }
    fn()
}

Non-escaping is a property of the function type, and not something we infer from the usage of the value. The type of fn is an escaping function type here.
