Can anybody in the Package Manager team explain what this GitHub announcement was about? Are there plans for a package registry protocol or something like that?

Github hasn’t announced details yet on exactly what their registry support will mean for Swift packages.

This isn't something that's being coordinated between Apple and GitHub? Or was the announcement at WWDC just a heads up on GitHub's announcement later that day? It seems weird that GitHub would announce a registry with no possibility of tool integration.

IIRC the packages on GitHub are not published through the language related tools but through the GitHub‘s web interface, you just create your repository with your package and then register it on GitHub using the web interface. I don‘t have access to the packages registry yet so I can‘t verify my assumption.
