There's an on-going discussion about compile-time constant expressions which is inherently related to assertions: [Compile-Time Constant Expressions for Swift - #4 by marcrasi](https://forums.swift.org/t/compile-time-constant-expressions-for-swift/12879/4). Check the [Static assertions](https://gist.github.com/marcrasi/b0da27a45bb9925b3387b916e2797789#static-assertions) section of that proposal.

Furthermore, you are indirectly looking for generic parameters having instance values or literal types. There has been discussion in this field, you can look at the [Vector manifesto](https://forums.swift.org/t/vector-manifesto/20508) and the [Generic value parameters](https://github.com/apple/swift/blob/main/docs/GenericsManifesto.md#generic-value-parameters) section of the Generic Manifesto.
