given how much money they have to throw at securing those builds and the massive reputational damage at stake, I doubt such binary build insertions will happen.

It's long been known that Apple is participating in the NSA's PRISM program, as mentioned by Edward Snowden. I don't think Apple is going to fight the reputational damage of being complicit with the NSA, they're just going to ignore it. The only way to ensure there are no backdoors injected by using Apple's prebuilt compilers is to not use them.

That program is about requesting user data, not inserting code, at least that we know of.

That's why I pointed you at several prebuilt compilers for linux that are not built by Apple in any way, as most don't use any prebuilt Swift compiler to build their Swift compiler from source.
