The tool that you are using seems to be using the wrong compiler and looks like an older project that has tried to port swift to windows. It is unlikely to work well with the current port of Swift. I recommend that you use CMake or if you are using the 5.4 or main snapshots, Swift Package Manager should be possible as well.
