[Accepted] SE-0204: Add last(where:) and lastIndex(where:) Methods

The review of SE-0204 completed on April 10. The proposal is accepted, including the amendment to rename index(of:) and index(where:) to firstIndex(of:) and firstIndex(where:), respectively.
